the function of governments

As long as the function of governments is merely to rule, for its own class benefits there shall be always the exploiter, but if the people are helped to be free of the need of government, then exploitation ceases. This can only be when the ruler is not a ruler but a teacher. In teaching there is no bureaucracy. The man who holds an office creates exploitation. Where there is true teaching, distinction disappear.
